   you know… if wicked enforcers all wear those collars, wouldn’t everyone everywhere immediately recognize draconis as one?

      Good question. The significance of the collars is mostly only known in cities or in places that receive a lot of travelers (or by other criminals). Most people are ignorant of the collars’ meaning, so it sort of works as a secret mark to warn or inform those who are already in the know.
